Do you have any particular reason to believe that most people are really living at ideal agency levels and simply “saving” it for the things that matter? I’m pretty positive I’m both distinctly above-average in agency (judged by largely having a successful life and resolving my complaints with it over time), and still have fairly severe failures.
At least for me, “I don’t have the energy to accomplish X now, but I’ll put it on my list for when I can” and “I didn’t realize I could accomplish X” are very different states, and it seems like he average person has only a minimal sense of the former.

Even the few people who show agency on any project whatsoever are non-agenty on most projects whose goals they support.
